Design Collective was selected to complete the IAC feasibility study for Victory Villa Elementary School located in Middle River, Maryland. The purpose of the study was to evaluate the feasibility of renovating and expanding the existing 1942 building or completely replacing it, to meet the educational goals of BCPS. In reviewing options, many site challenges needed to be considered, including an extensive amount of large underground utilities, stream buffers, forest conservation areas, and vehicular circulation constraints. Additionally, DCI prepared the initial Maryland Historical Trust application to garner their support for an option that could include razing the existing building. The result of the study proved that a complete replacement was the most appropriate option for the school and was advanced by BCPS with another firm.
